Venereal Ward saves $1,644; but this is quite swallowed up by the opening of 28 beds in the General Hospital in consequence. Provisions for patients will cost $7,000 more, partly for new beds and partly from fall in exchange; and the latter cause is responsible for increases in small items amounting to over $3,000. The rest is in small increases.
Bacteriological Department - total vote $19,391.31. This is new except as regards $1,575, which represents the cost of the Public Mortuary and the Vaccine Institute, transferred to this Department. The Memo. attached to the estimates, taken with 49695, gives a full explanation of the new proposals prin- cipally the appointment of a Laboratory Assistant at $1,200 to $1,800, and of two Bacteriological Assistants

Magistracy increase $12,432, or 50%. $12,100 of this is exchange compensation.
Police increase $122,214. $127,795 repre- sents exchange compensation, and $2,678 the difference between old dollar and new sterling rates. They are also going to buy a fire escape for $1,100. (I see that exchange compensation is drawn on good conduct medal allowance and allowance for knowledge of language. The former is pensionable, and so, I think, of the nature of a personal allowance,but the latter appears to be non-pensionable, and I should think under our recent ruling ought not to be eligible for exchange compensation.
